ADMINISTRATIVE FUNCTIONS
Chief Administrative Officer
The CAO is the administrative head of the RVCL and is accountable to Mayor and Council. The CAO ensures all RVCL operations are maintained and handled efficiently.
Responsibilities include:
- Directs, supervises and reviews performance of all departments
- Implements policies, programs and decisions of Village Council
- Assists in the preparation and presents operating and capital budgets
- Advises, informs and makes recommendations to Village Council and Committees concerning policies and programs.
Recreation and Community Development
Recreation and Community Development manages, programs and schedules the athletic fields, parks, playgrounds, swimming lessons, and the Community Hall and collaborates with community organizations to facilities programs and/or special events that meet the needs and interests of RVCL residents. It also includes working closely with Public Works to ensure parks and recreation facilities are maintained and prepared for public use.

Public Works
Public Works manages all municipal public works services and functions with the RVCL including roads, drainage systems, water distribution systems, sewage collection and treatment systems, and waste and recycling.

Planning and Development
Planning and Development manages all aspects of planning and development within the RVCL including subdivision and bylaw reviews, administers the official community plans and zoning bylaws. The focus is on facilitating orderly land development to ensure the health, safety, and physical and economic well-being of all residents. Good planning also takes into consideration the need to preserve heritage structures, conserve energy, and protect natural features.

Finance
Finance manages the collection, control and disbursement of all corporate funds. This includes the areas of taxation assessment, utilities, accounts payable and receivable, information technology support, payroll and benefits, budget preparations, general ledger maintenance and financial reporting.
