Community Hall Renovation Project

 

The RVCL Community Hall is one of the cornerstones of our community. Built in the early 1970’s, the hall provides indoor space for community recreation, culture, and social activities. It is a gathering/meeting place for many community groups and for Council as well. 

A feasibility study conducted in 2016 determined that while the building was in fair condition, but it did not meet several current building, safety, and accessibility codes. Renovations will make the space more useful and useable and extend the life of the building. 

The Resort Village of Candle Lake is the largest and fastest growing resort village in Saskatchewan. Improvements made to the Community Hall will help the Resort Village attract more visitors and new residents to the community as it will provide space for a wider variety of activities, improving the quality of life of our citizens.

The Project 

Several improvements will be made to ensure the Community Hall is a safe, accessible, and useable space for all citizens. Thank you to all the user groups that have provided feedback on improvements they would like to see to make the Hall a more useful and useable space for all. 

Please note: During the project some areas of the Hall will not be available for use. 

  • Starting August 14, the Seniors Hall will be closed.
  • The Gym will also be closed however, the date for closure is not yet known.

Preliminary project plans include the following: (Please note: slight variations may be required to ensure the project remains within budget. If any changes are required, Council review will be required.) 

Electrical improvements

  • The HVAC system will be replaced to provide more energy efficiency, occupant comfort and improve airflow and air exchange in the building. 
  • Audio/visual equipment will be upgraded. 

Interior improvements

  • Doorways and hardware designed for individuals with accessibility and mobility restrictions will be installed. Washrooms will be installed on the second floor and will be fully accessible. 

External improvements

  • The metal siding will be replaced with upgraded siding, and the roof will be replaced. 
  • Improvements will be made to the front parking area and a handicapped parking pad will be installed. The entry will be more accessible for those with mobility issues and ramps will be added. 

Renovations to the Senior's Room

  • Improvements will improve functionality and accessibility to accommodate both the Seniors Group as well as multiple user groups. 
  • Fully accessible washrooms will be installed on the second floor and meeting space will include storage solutions to accommodate numerous other cultural, recreational, and social groups in the community. 

Project Cost 

The total cost of the rehabilitation project is $1,256,636. In late 2022, the Resort Village received funding of $921,491 through the Investing in Canada Infrastructure Program (ICIP) to complete a renovation of the Community Hall. Another $100,000 from the Canada Community Building Fund (formerly the Gas Tax Fund) will be used. The remainder of the project will be financed through budget reserves. The project was identified in the Major Projects Capital Asset Budget Plan. 

Project Timeline

  • The Resort Village contracted with Rempel Engineering & Management to prepare plans and drawings, scope of work, and tender the work on the project. They will also oversee the procurement of all aspects of the project. 
  • At the July 25, 2024 Special meeting of Council, the RVCL awarded the contract for construction management services to TASC Project Management Corp. 
  • The project began August 16, 2024. As the renovation progresses, certain areas of the Hall will be temporarily unavailable. Starting August 14, the Seniors Room will be closed for approximately three months. Work in the Gym will follow later this fall with the exterior work expected to be completed in the early spring. During the construction period, activity groups will provide updates on alternative locations and rescheduling.
